The program was initially expected to erase $4 billion in debt.

RALEIGH – Today, the Cooper for North Carolina campaign released a new digital ad highlighting DC Insider and Big Oil Lobbyist Michael Whatley’s failure to deliver critical federal funding and resources for Helene recovery in Western North Carolina after being appointed as the federal Helene recovery czar earlier this year. The new ad will run on digital platforms in Western North Carolina.
Roy Cooper Raises Record Breaking $14.5 Million During Third Quarter
RALEIGH, NC – Roy Cooper today announced raising more than $14.5 million in the third quarter of 2025. This is the largest amount ever raised during a U.S. Senate challenger campaign’s first quarter and raised in only 65 days since the campaign launched. The Cooper Victory Fund and Cooper for North Carolina raised a combined total of $14.5 million, with Cooper for North Carolina raising more than $10.8 million directly to the campaign.
